Reachout Hotline

Reachout is a free, confidential, non-judgmental crisis and information hotline serving residents of St. Lawrence County focusing on crisis services and supportive listening, as well as other services as needed.

Abigail Seymour, Systems Change Facilitator

The Systems Change Facilitator (SCF) provides leadership to the NCRPC, including conducting regional and district needs assessments and deploying the resources of the specialists, under the direction of NYS Office of Special Education. The SCF leads the team of specialist using the principles of implementation science and systems change.

The Special Education Trainer (SET) provides training and information on the special education process consistent with federal law, regulation and guidance, as well as State law and NYSED guidance. The SET provides training and support to regional CSE Chairpersons.
